Lakeland – Winter Haven Florida Worst City for Real Estate Investing – I beg to differ.
Just recently I read Ms. Levy’s Forbes blog about Lakeland-Winter Haven Florida being the worst city of real estate investing. This article did not sit well with me and I did read it more than once. While the national news is saturated with negative housing news, remember real estate is local and when it comes Lakeland-Winter Haven, FL (Polk County) I felt I needed to clarify a thing or two.
Below is the quote from her blog:
“I know something else about it, too. Glittering ponds or no, you should not buy a home in the Lakeland-Winter Haven Metropolitan Statistical Area if you’re interested in selling it at a profit any time soon, according to new data from Cary, N.C.-based Local Market Monitor (LMM), a real estate research firm”.
Ms. Levy failed to mention a timeline other than the generic timeline of “any time soon”. If she is referring about flipping a property within 6-12 months, I would have to agree.
I beg to differ otherwise. I think the Lakeland-Winter Haven (Polk County) area is a great place to invest in Real Estate and definitely a great place to live, prices are low and if you are wiling to hang on to a property – and that is the most determining factor and rent it out or do owner financing, it is definitely worth it. As a Realtor® I would never advise an investor to flip a property in today’s market and the experienced investor is well aware of the situation in the Lakeland-Winter Haven (Polk County) area.
From an investor’s standpoint of view, I want to point out that of all the Lakeland-Winter Haven, FL (Polk County) homeowners who are delinquent in their mortgage payment should give indication that the amount of renters coming into the rental market is increasing. Along with tightening lending requirements, many borrowers who were qualified earlier to buy a home, may not be qualified now. Adding to this mortgage mess, record unemployment rates, bankruptcy, and divorce – surely not everyone can move back to mom and dad.
This makes this a great scenario for an investor who is willing to buy cheap homes in Lakeland-Winter Haven (Polk County) area as there is a growing number of prospective tenants looking to rebuild their lives and their credit, all this while holding on to their investment.
This simple statement by Warren Buffett applies not only in the stock market; it also applies to real estate investing:
“Be fearful when others are greedy, and be greedy when others are fearful.”
In today’s Real Estate Market – bad news is good news; it lets you invest a slice of America’s dream at a much-discounted price.

Polk County’s overall existing home sales continued to improve somewhat in May. However, prices continue to drift downwards blaming it still widely on discounted distressed sales throughout the county from the previous year and the years prior.
A look back in history:
· May 2006 – median price $188,000 (-%50.93)
· May 2007 – median price $184,250 (-%49.93)
· May 2008 – median price $150,000 (-%38.50)
· May 2009 – median price $101,000 (-8.66%)

777 existing homes sold – a decrease of 5.13% from the previous month (819 sold homes) in Polk County and an increase in sales activity by 35.84% of overall existing homes sold from the previous year of 572.
A slight increase by 1.37% in overall Polk’s median price for existing homes from the previous month to $92,250, the median home price from the previous year is showing a decline by 8.66%.

Let’s take a look at the distressed Polk County real estate market!
There were 289 existing Polk County homes sold, not categorized as distressed properties, at a median sold price of $120,000 with 174 average days to closing, which counted for almost 37% of our total sales. The distressed properties however; which includes Bank owned, pre-foreclosure, in foreclosure and short sales counted for 63% of our total sales in Polk County for the month of May.
· 377 sold homes were Bank Owned – median price $77,500 – Average Days to Closing 85
· 111 sold homes were Short Sales – median price $90,000 – Average Days to Closing 270
Polk County’s overall existing home sales had a record breaking month, which are shown in the numbers in most major cities throughout Polk County. However, prices continue to drift downwards blaming it widely on discounted distressed sales throughout the county from the previous year.
758 existing homes sold – an increase of 21% from the previous month (596 sold homes) in Polk County and an increase in sales activity of 180 Polk County homes sold from the previous year of 578 homes sold.
While overall Polk’s median price for existing homes increased by almost 6% from the previous month to $90,500, the median home price from the previous year is showing a decline by almost 10%.

Overall Polk County Existing Home Sales for February 2010
Polk County’s overall existing home sales increased and it goes along with what has been reported at state and national level with increased sales for February. However, prices continue to drift downwards blaming it widely on discounted distressed sales throughout.
596 existing homes sold – an increase of 19% from the previous month (500 sold homes) in Polk County and an increase in sales activity of 145 Polk County homes sold from the previous year of 451 homes sold.
Overall Polk’s median price for existing homes decreased by 12.5% from the previous month to $85,700 and respectively decreased 15% from the previous year.

- 283 sold homes were Bank Owned – median price $75,000 – Average Days to Closing 87
- 81 sold homes were Short Sales – median price $98,000 – Average Days to Closing 274

To determine market value or as I would say the property assessment value the Polk County Property Appraiser uses to arrive when assessing your Polk County home for property tax purposes. The Polk County Property Appraiser establishes assessed value by knowing the selling price for similar properties and also takes other factors into consideration, such as:
- Comparative Value – homes sold recently in an arm’s length transaction
- Replacement Value – costs to replicate your Polk County home at current material prices and labor costs
- Methods of property use – Rental home
The Polk County Property Appraiser must find value for every piece in Polk County and all appraisals must be completed by January 1st of each year.
Are you in disagreement with the assessed property value of your Polk County home?
While not a requirement, you may have your assessed property value reviewed by going to the Polk County Property Appraiser’s office and discuss the matter with them in person, by phone or email. Be sure to bring all documents to proof your opinion. If the Property Appraiser’s office is unable to arrive at an agreement with you. Keep in mind, while you are discussing your valuation assessment with the Property Appraiser’s office, it certainly does not stop the expiration date of the deadlines.
You must file a “petition” in order to appeal before you can be heard by the Value Adjustment Board. Written applications must be filed with the Clerk of the Board of County Commissioners.
Timely Filing of Petition: Petitions related to valuation issues may be filed at any time during the taxable year on or before the 25th day following the mailing of the notice of proposed property taxes.

Slow start of the overall Polk County Home Sales in January when comparing sales history for the past year. Although average Polk County home prices have somewhat been stable in recent months, the number of homes sold in Polk County took a nose dive when comparing the number of sales from the past few months. If you are a person that is visual like me, just take a look at the chart below to see what I’m talking about. Please keep in mind, the figures reflect all homes as indicated below, not just single family homes you see in media reports.

Overall Polk County Home Sales rose and prices fell in 2009 from the previous year.

There were only 258 existing homes sold, not categorized as distressed properties, at a median sold price of $125,000 with 162 average days on market, which counted for 41% of our total sales. The distressed properties however; which includes Bank owned, pre-foreclosure, in foreclosure and short sales counted for 59% of our total sales in Polk County for the month of December.
- 300 sold homes were Bank Owned – median price $77,250 – Average Days on Market 45
- 78 sold homes were Short Sales – median price $110,140 – Average Days on Market 196
Beat the rush and file your Polk County property tax homestead exemption on your Lakeland real estate or anywhere in Polk County Florida early, because – believe it or not – March 1st, 2010 deadline is fast approaching.
If you took residency on your newly purchased home after January 1, 2009, which includes mobile home if the land the mobile home sits on is owned by the same owner, you may qualify for the initial $25,000 Homestead Exemption. In addition, you may also qualify for an additional $25,000 homestead under Amendment 1 that began with the 2008 tax year for a total of $50,000. You surely want to file for a 2010
property tax exemption, also known as homestead exemption. Have you owned a home previously in Florida? You may be eligible for “Save our Home”. Saving money these days is on everybody’s mind – there are other ways of qualifying for additional savings:
- Amendment 7, which was voted by Florida voters on November 7, 2006 and is intended to be an additional discount on taxes owed after all other ad valorem tax exemptions are computed for eligible veterans 65 years and older.
- Senior exemption, widow, disability, veterans and total exemption – if qualified you may be eligible to save up to an additional $5,000. Widow or widower must provide a copy of their late spouse’s death certificate. Disability exemptions applicants must provide an attest from a certified Florida physician. Veteran exemptions applicants must show proof of percentage (minimum 10%) of service-connected disability from the U.S. Department of Veterans Affairs.
First-time homebuyers filing for homestead exemption must apply in person and bring their recorded deed and proof of residency, such as Florida drivers’ license with current address, Florida voter registration with current address, Florida vehicle registration with current address or resident alien card. Applicants filing for any exemption are required to present their Social Security cards.

I was recently asked by a reader why are my Real Estate Market Statistics being published later in the month. I simply replied that I want to be as accurate as I possibly can to my readers and followers. Generally, I blog about my monthly Lakeland Real Estate Market Report around the 15th of each month for the preceding month and for my Polk County Real Estate Market towards the end of the month.
Generating monthly market reports too early can lead to erroneous statistics which I learned the hard way. Realtors® get their information from the Multiple Listing Service (MLS) and although we have to input listings, changes to a listing and information when a property was sold within a short time, real estate agents fail to report the data in a timely manner.
As far as my Polk County market reports concerns, the same thing applies for reporting requirements from each real estate agent and with thousands of properties being listed in the MLS and hundreds of listings sold every month, accuracy and timing of my Real Estate Market reports is important to me. And for an added bonus, I wait until I receive the National and Florida Real Estate Market Report so you’ll see not only what happens in Polk County, but on state and national level as well.
So without further ado, here is my real estate update for the month of November 2009 in and around Polk County.
The National Association of Realtors® reports that existing homes sales remained very strong for the month of November giving credit for the first time homebuyers program. The Florida Association of Realtors® reports that existing home sales rose 61% in November from the previous year, showing for the past 15 months that overall real estate sales in the State of Florida have increased. While much credit is given for the extended and expanded homebuyers tax credit for the increased sales activity in the past, the decline in home values and sales prices resulting from the increased sales of distressed properties and foreclosures.
Florida’s median sales price for existing homes last month continued downwardly to $139,000 for a 12% ($158,200) decrease from the previous year and less than 1% ($140,300) from the previous month.
The Polk County’s overall housing prices improved slightly.
589 existing homes sold – a slight decrease of 3.6% from the previous month (612 sold homes) in Polk County – an increase in sales activity of 220 Polk County homes sold from the previous year. Overall Polk’s median price for existing homes increased from the previous month to $104,900; however, dipped 17% from the previous year of $127,000.

The Polk County Florida housing market rose overall in September with 596 existing home sold – an increase of 8% from the previous month (551 sold homes) in Polk County – an increase in sales activity of 25% from the previous year. Overall Polk’s median price for existing homes increased by a small margin from the previous month to $102,227; however, dipped 27% from the previous year of $139,900.

Florida overall real estate statistics
The Florida Association of Realtors® reports that existing home sales rose 34% in September from the previous year and a 4.1% increase from the previous month. Florida’s median home price continues to stumble with distressed properties dictating the housing market – Florida’s median sales price for existing homes last month dipped to $142,000 for a 34% decrease from the previous year and 3.66% from the previous month.
